‘Introduction to Energy Efficiency’ course has been developed to raise awareness of energy
issues and how individuals and organisations can improve the energy efficiency of their homes.

We are currently running the ABBE 600/5478/5 Level 3 Certificate in Domestic Energy Assessment (This incorporates the 9.91 up skill test).

This newly updated and revised training course benefits from having access to various local properties so that a training EPC and Live EPC can be undertaken by the candidate Domestic Energy Assessor, real hands on experience is essential to fully understand the complexities of undertaking an EPC. Our DEA courses also benefit from added value aspects related to marketing and a major element that is often forgotten by other training organisations is the audit process that is undertaken by the accreditation bodies after the candidate is qualified.

Our 5-day classroom and site based course will give you the skills required to survey buildings and produce accurate Energy Performance Certificates (EPC’s) for domestic dwellings. EPC’s are required to be produced by law when a property is Sold, Let, and as part of the governments Green Deal and ECO schemes. EPC’s are also required for all Solar PV installations under the Feed-in-Tariff (FIT) scheme and Biomass/Air Source/Ground Source Installations for the Renewable Heating Incentive (RHI)

During the course candidates will complete 5 Live EPC surveys – giving the learner a real learning experience via hands-on practical experience.

As part of the qualification candidates are required to complete a Portfolio of course work. This Portfolio will be fully completed during the 5-day course.

After 5 Days everything is complete and signed off!

The MEES is a new piece of legislation that takes effect from the 1st April 2018.

The legislation affects landlords – the core of the legislation is that landlords will not be able to let properties that have an EPC rating of lower than E.

However, the legislation has been designed to be cost neutral to a landlord, and exemptions (for the landlord) apply where this is not possible.

There are two key dates:

  • 1st April 2018 – no new tenancies can be started if the property is below an E rating.
  • 1st April 2020 – all tenancies are affected from this date – i.e., no lets can happen where a property is below an E rating.
 What happens if you don’t comply with the legislation?
  • Your property cannot legally be let
  • A fine can be levied against landlords who continue to let a property with an EPC rating lower than E of up to £5000.
 There are some exemptions from the scheme that you should be aware of:
  • The improvement cannot be wholly financed by central government, a local authority or any other person – i.e. the improvement should be cost neutral for the landlord
  • 3rd party consent cannot be obtained
  • Where improvements would reduce a property value by greater than 5%
  • For short term leases

Funding for Improvements

The Government is committed to ensuring the regulations do not entail net or upfront costs to landlords for the required improvements. Therefore landlords would be permitted to let a property below the minimum ‘E’ standard where the property has undertaken all those improvements that would meet the Green Deal’s ‘Golden Rule’ – that the cost of the work, including finance costs, should not exceed the expected savings. This calculation would take into account any funding available through:

a) Green Deal finance,
b) ECO funding,
c) Grant funding,
d) A combination of these funding mechanisms.

The landlord is free to contribute extra to the cost of the energy efficiency improvements in order to realise the benefits from installing measures. However there is no compulsion to do so.

What is PAS2035?


PAS 2035 (retrofit of domestic buildings) has been developed as part of the Each Home
Counts process and is the over-arching document in the retrofit standards framework, with
which holders of the quality mark will be required to comply when carrying out domestic
retrofit work.

When considering the government’s ambition to reduce fuel poverty and carbon emissions,
it is clear that more needs to be done to improve the UK’s existing housing stock. The Each
Home Counts review was established to tackle the high level of failure present in domestic
retrofit and determine a better process for the retrofit of energy efficiency and renewable
energy measures. As a result of this review PAS 2035 was introduced as the standards
framework document for the end-to-end delivery of domestic retrofit work.

The new framework provides a whole building approach to the retrofit process instead of
work being considered in isolation (which can unintentionally damage the overall building

The new approach looks at the home, environment, occupancy and the householders’
improvement objectives when determining suitable measures to install.

Overall the process introduced by PAS 2035 is designed to improve the quality of retrofit
work for domestic properties. Ensuring that funding from banks and lenders is used towards
good quality work that will actually improves the energy efficiency of housing.
